The statement referred to the project as part of China’s aim to develop an “ecological civilization framework,” as the country continues to grapple with toxic air pollution levels.
“Governments at all levels should remember that clear waters and green mountains are invaluable assets,” said Xi.
In recent weeks, the Chinese government has set up task forces, rapid response teams and hotlines and has begun encouraging the public to participate in campaigns against violators.
“China will continue to optimize its industrial structure, cut excess capacity, reduce pollution and improve air, water and soil quality,” Prime Minister Li Keqiang said in the same statement.
It remains unclear whether the government will introduce new legislation or policy.
Earlier this year, China ratified the Paris Agreement on climate change in a bid to reaffirm its commitment to curbing harmful emissions.
Further, Xi pledged last year to set aside $3 billion to fund South-South cooperation projects on climate change.
